The Mandate
A prominent Ministry in Tripoli required a rigorous security overhaul. With digitization efforts increasing, they needed to ensure that citizen data was protected against growing state-sponsored cyber threats and ransomware gangs. The goal was full alignment with the National Information Security Policy and ISO 27001 standards.
The Assessment Process
SmartSITT deployed a "Red Team" to simulate attacks and a "Blue Team" to audit defenses.
1. Vulnerability Scanning
Using industry-standard tools (Tenable Nessus), we scanned 150+ servers and 500+ workstations.
- Findings: 45 High-Risk vulnerabilities and 12 Critical vulnerabilities, including unpatched Windows servers and default credentials on network switches.
2. Penetration Testing
Our ethical hackers attempted to breach the network from the outside.
- Result: We successfully accessed the internal HR database via a weak VPN configuration within 4 hours, highlighting a critical gap.
3. Policy Review
We audited their governance documents.
- Gap: No formal Incident Response Plan existed, and password policies were non-compliant (e.g., no MFA).
Remediation & Hardening
We executed a 3-month remediation roadmap:
- Month 1: Triage. Patched all Critical and High vulnerabilities. Enforced Multi-Factor Authentication (MFA) for all 600 staff members.
- Month 2: Defense-in-Depth. Deployed CrowdStrike Falcon EDR agents to all endpoints to replace legacy antivirus. Installed Palo Alto Next-Gen Firewalls with SSL inspection.
- Month 3: Governance. Drafted and ratified 12 core policy documents (Access Control, Data Classification, Acceptable Use). Conducted security awareness training workshops.
Final Certification
Six months after the initial engagement, an external auditor returned.
- Result: Zero critical non-conformities found.
- Compliance: The Ministry successfully achieved ISO 27001 Certification, becoming a model for other government entities.
Metrics
- Security Score: rose from 42% (F) to 94% (A).
- Mean Time to Detect (MTTD): Improved from "Unknown" to <15 minutes.
